Subject and goals of the project

The subject of the proposed project was the development of a concept for sustainable neighbourhood development in a residential area of the municipality of Židlochovice (Czech Republic). Here, a model development quarter – Smart Lichy – was to be created on an area of around 2.5 ha, which was to serve as a model and demonstration object for a sustainable residential quarter.

The goal of the funded project was to develop a planning concept that included the realisation of a passive house development, the broad use of renewable energies and the use of intelligent controls, the use of sustainable building materials, the efficient use of rainwater and wastewater, the implementation of comprehensive greening concepts and the creation of broad acceptance for sustainable building and living among the population. The development of concrete solution proposals took place within the framework of an interdisciplinary planning team and on the basis of an architectural competition. In addition, the entire measures were accompanied by broad public relations work and citizen participation. The project results were prepared in such a way that they serve interested experts, municipalities and urban planning institutions for sustainable building in the neighbourhood.

The project was implemented in two successive phases. In the first phase, the project plan was presented to the citizens in a participatory session. Subsequently, a working group was set up with experts from the fields of sociology, energy, water management, blue-green infrastructure, transport and smart cities. This group defined sub-goals for each field and then described in detail the possible solution options as well as recommended solutions for the Smart Lichy site. The results of the working group were continuously coordinated with a German expert. In the first phase, an excursion to Freiburg took place, attended by representatives of the city, some experts and architects. The resulting feasibility study was presented at the second participatory meeting with the citizens of Židlochovice, where the largest discussion was about the transport solution. The feasibility study served as the basis for the awarding of a public contract for the selection of an architectural office to develop the urban planning solution (development concept).

Die zweite Phase bestand in der Auswahl eines Architekturbüros im Rahmen einer öffentlichen Ausschreibung. Die Ausschreibung wurde in zwei Phasen durchgeführt. In der ersten Phase wählte die Jury fünf Bewerbende aus, die auf der Grundlage des vorgelegten Portfolios in die zweite Phase kamen. Hier erfolgte dann die Ausarbeitung der städtebaulichen Lösungsvorschläge. Die endgültigen Lösungsvorschläge wurden der Jury präsentiert, die dem Stadtrat empfahl, den Vertrag über die Erstellung des Bebauungskonzeptes mit dem Architektenbüro Pelčák und Partner abzuschließen. Während der Erstellung des Bebauungskonzeptes fanden zwei Treffen mit Bürgervertreterinnen und -vertretern statt, die auch zu Änderungen führten. Das Bebauungskonzept wird zukünftig dem Stadtrat und dem Stadtparlament vorgelegt und dem Auftragnehmer zur Eintragung in das Register von Bebauungskonzepten übergeben. Anschließend wird eine Änderung des Bebauungsplanes für die Stadt Židlochovice vorgenommen.

The second phase consisted of the selection of an architecture office through a public tender. The tender was conducted in two phases. In the first phase, the jury selected five applicants on the basis of the submitted portfolio for the second phase. Here, the urban planning solution proposals were elaborated. The final proposals were presented to the jury which recommended to the city council that the contract for the development concept be concluded with the architecture office Pelčák and Partners. During the preparation of the development concept, two meetings with citizens' representatives took place, which also led to changes. In the future, the development concept will be presented to the city council and the city parliament and handed over to the contractor for registration in the register of development concepts. Subsequently, the change of the development plan for the town of Židlochovice will be made.

An important part of the project was public relations and media work. In addition to intensive communication with the media on all project results, the project's internet site was also created.

 

Innovation and exemplary nature of the project

The innovation of the project in the Czech Republic consists in particular

  • in the unique application of integrated planning with the aim of planning and subsequently also building a technologically, socially, ecologically and economically sustainable residential district, as well as
  • in the complex approach to planning with the aim of achieving synergies of potential solutions and avoiding counterproductive isolated solutions.

The project shows how the planning process which takes many aspects into account should be implemented. The project also defined and tested decision criteria for the selection of suitable solutions with regard to the concrete conditions at the site.

This was the first project of its kind in the Czech Republic.

The project is a demonstration project in which a best-practice example is implemented in the Czech Republic. The project is intended to inspire other municipalities and investors.

The uniqueness of the project in the Czech Republic is evidenced not least by the great media interest. Also thanks to the project, the town of Židlochovice has joined the Covenant of Mayors for Climate and Energy of the Czech Republic.

 

Special aspects of the project

Participatory meetings with citizens and representatives of social groups took place throughout the project. Overall, the project attracted a lot of attention from the regional and national public. At least 280 articles were published about the project. In addition, the project was presented at 15 events, including three events with an international audience.

The project won the 2nd place in the E.ON Energy Globe competition, the 2nd place in the Smart Cities competition and was one of the eight finalists of the SDGs 2021 Award. Not least because of this, the project has become one of the inspiring models for other municipal representatives. The CzechInvest agency will present the project as an example of good practice and disseminate the accumulated know-how as well as inspire other municipalities to find sustainable and smart solutions.
